Pants NEVER fit me right?

so im in 8th grade, and its like rlly annoying shopping for pants. My hip is a 40 which would make me an 11 in most brands. however, whenever i try on 11s, the thigh and calf and stuff is way to big. like i could grab a fistful of denim off the sides. skinny jeans are definatly not supposed to be that way! however, anything smaller, like a 9 or 7 cuts into my hip fat and creates a muffin top... what do i do? the 11s dont look nice, and the 7s and 9s create muffin tops, but fit right everywhere else
