Is it ok for a relationship to be this way? (girls please)?

Me and my girlfriend have been going out for 9 months and its been super happy and things are great. I have a question about something that's been bothering me kinda. We do sexual things alot, but we've never had sex. By no means at all am I saying I expect sex, and I am definatly being as patient as I can and try to make her feel as comfortable as I can. But I thought maybe its a warning flag or something. I do want to have sex (and we are both virgins) by the time we have been together a year, but if we do this sexual stuff a lot yet she doesn't want to have sex, does this mean she wont do it with me?
